Added option to choose region for tourney admins

Slightly increased bullet trail visibility time to make it easier to spot where you get shot

Slightly increased shotgun damage falloff distance

Slightly increased range & volume of enemy footsteps, slightly decreased the volume decrease through objects

Fixed bug where you sometimes join a server and get kicked with "Invalid version"
