Release 70 - Small Patch

A small patch for fixing the configuration tool, used for setting the rendering backend. This would not work properly if the Windows UI scaling was changed.

Bugfixes:

• Launcher configuration options would disappear when windows ui scale was increased

• Added link to discord in launcher

• "Only fire on targets in arc" setting for weapons did not persist
